We're lucky our local Food Emporium in New York did... And here in LA, our just-opened TJs does.
We also have another grocery store here, Ralph's, that has a toy car attached to the front of a cart, but the cart is smaller and it's hard for me to turn, but we still use it.

Yes! I think it's the cutest thing ever!
Although on a side note. I went grocery shopping yesterday, and this dad had his little one....maybe 2-3 in a regular shopping cart, and this dad (trying to be funny) is litterally running up and down every aisle with the cart. Multiple times he his someones elses cart!! It was so completely obnoxious. Granted the little one was laughing hysterically, so that was really cute. But come on dude...
