Mine LOVES them! We have a "1" balloon from her birthday that's still floating and she points at it and says "Bbeuh!" for balloon. 
I pass the ribbon to her and she plays.
It's adorable.

The people at the infant CPR class scared me out of using normal balloons with LO. They said that it's one of the big choking hazzards because babies will put them in their mouth and if they pop, baby's first reaction is to inhale. So it will only be the mylar balloons for a while.

@artbee: Yeah. Latex freaks me out. I let LO play with the .. I forget what they're called. The metallic ones! HAHA.

@chopsuey119: I would have never known latex was a no no. Glad I went to that class! I think I'll be too cheap to go buy LO balloons for her birthday party though. I think 97 tissue paper flowers is enough decoration.

@artbee: Yeah. We need to go to CPR class. My sister bought some latex and the Happy 1st birthday balloon for LO. Said it'd be something we could keep in her memory box.
It's pink, and has butterflies, flowers and bees on it! Super cute -

She does now but for the longest time balloons freaked her out and she wanted nothing to do with them!
