Can anyone help out with easy ideas to dress toddlers?

Angel for girl, dress in all white (dress/tights), make a halo and get $1 wings from DollarTree and spray paint white with silver glitter.
Shepard: brown pants/shirt and a shepherds hook (buy an outdoor candy cane and spray paint it brown). Buy a piece of cloth for a head dressing and tie with string

You can also use a white pillow case and belt it with silver or white yarn. For church we always made the wings out of white poster board yarn and glitter.
We made aheaprds out of scratch material. We cut head holes in rectangles of fabric and then belted it with yarn and then also tied a piece of material around the head for a head piece.
