That does look like eczema to me but a lot of skin irritations can look similar. Have you tried hydrocortisone creams?

I have adult eczema and use 3 different kinds of prescription creams to treat it depending on the severity. One for my eye area that is the most heavy duty. One is super mild and safe to use during pregnancy - desonide. And the other is also pretty mild - basically like a prescription strength hydrocortisone - triamcinoline

My friend's kids have severe eczema and she does bleach baths and some prescription creams that are similar to what I use.

My son has had terrible eczema and OTC hydrocortisone always worked great. I am a big believer in the Eucerin Eczema cream for him now though. Went from using hydrocortisone nearly everyday to only once every few weeks.

Vanicream was actually the only thing that got rid of my sons bad patches of eczema. He had steroidal creams that would work while we used them, and once we stopped, the spots would come back. Used vanicream on it twice and it's been gone ever since. Best stuff ever.

We use vanicream regularly and treat with prescription steroid cream as needed. Important to clear up the spots so that your LO doesn't scratch them and get the area infected. Hydrocortisone also works to help relieve the itch.

That looks like Logan's eczema to me. We use Aquaphor, but for flare ups, we have a prescription for Desonide which works AMAZING. Good luck.
