Do you know all the in's and out's of your camera and what to do with your lens?
I've had my Canon Rebel t3i for a year now and I want a nice lens since DD's baptism is this weekend but I'm not sure if I have to learn more about my camera in order to use a new lens? We have a decent camera store near by that I'm hoping will help me learn to use the new lens a little before buying it.

I would say that learning the camera beyond the auto setting is helpful before buying a lens.

You can definitely use nicer lenses in auto mode, but you should at least understand things like aperture, shutter speed, focal length so that you know what you're buying (and why it's different from the kit lens). I agree with @Thehistoryofus though that learning more about your camera will help you take better pictures, both with your current lens and anything new you buy
ETA: it will also help you to know which lenses work with your camera body and which don't (i.e. - some lenses are only for cropped sensors, some work better for full frame)

It's the one that has come most recommended as the best one to start with.
Here is a good tutorial on how to start shooting manually. I read it and was able to start understanding how to at least use the Shutter Priority (TV) mode and Aperture Priority (AV) modes. It seems to kind of be the halfway point between auto and full manual.

I think the 35 mm or 50 mm lenses (like the one @Zippylef linked to) are great options for capturing rambunctious little ones! They work well in low light conditions and have the ability to have fast shutter speeds.

@zippylef: So I bought the 50 mm f/1.8 yesterday (the guy helping me called it the nifty fifty. So some of my photos are turning out nicely, but a lot are just entirely blurred as if the camera can't focus on anything 
I also bought a filter but haven't put that in yet so maybe that will help.
