Expert hair stylist bees please weigh in.

I go to JC Penney's styling salon because they do my hair exactly how I ask (wash, blow dry, flat iron) and they only take one customer at a time so I am usually in and out worth 70-90 minutes. Depending on the stylist I am surcharged for hair length.

Typically, I get this extra fee when black stylists do my hair. I have a fantastic white stylist who doesn't charge me and one time a mixed race (Latina and Black) stylist with similar hair texture didn't charge me.

My hair reaches the bottom of my bra clasp and falls past my shoulders, mid arm when straight. Is hair length subject to race?
