Where I'm from (small town Midwest-ish) they were late teens-early 20s, & yes, many are grandparents already! During my career, my work friends & current friend circle have all been mid-late 30s to early 40s when starting their families.

In our neighborhood (lower to middle class incomes) 20's to low 30's.
At daycare (upper class incomes) upper 30's-40's.

Where I live now it it's mid 20s (Houston Where I grew up, (MA) I'm sure it's a lot older. No one I know from high school is even married or thinking of babies.

30s here, 25 being extremely unusual and closer to 40 is very normal.
I'm 25 with a 2 year old. My youngest Mom friend is still fine years older than me.

I'd say mid to late 20's to mid thirties. A pretty average range.

In our town, most pre-school aged parents are mid-late 30's/early 40s. Some of them may have older children. I'm 35, almost 36 so pretty much around the same age.

I think @mediagirl: hit the nail on the head that this is largely a socioeconomic thing, and higher income families tend to have children later. Or maybe it's the other way around, you get to be wealthier by putting off having children.
I'm almost 32 and have two young kids. We are on the young end at our daycare, but it's the most expensive day care in our area, so that doesn't surprise me. I think if I went to the church daycare down the street, I would see more parents who are younger than I am.
