@LazyLightning: Pregnant for no more than 72 hours, hopefully! I'm actually doing okay in that department, but should stock up on my prunes for the postpartum adventure, haha...

Here's some CA-specific resources on smoking laws as they relate to housing:

Laws by city/community (where smoking is permitted, prohibited, etc.): http://www.center4tobaccopolicy.org/CTPO/_files/_file/Matrix%20of%20Smokefree%20Housing%20Authority%20Policies%20December%202012.pdf

I have to shamefully admit that if I were them, I wouldn't stop either. If you had asked me now that I'm older and expecting a baby myself I would absolutely be accomodating though. Up until the point when I was ready to start a family, I was really sensitive about my 'rights' being taken away by people with babies. I dont' know why and I know it was immature. But I would have thought - well if they didn't want to be near smokers they could have bought a house. Maybe that's how these girls see it, in which case your only option is to try management. Good luck, my former self and those girls are being very rude!!

Just wanted to update this thread - my neighbors are being evicted at the end of the month. Several residents have been bothered by their continuous and obsessive smoking, and the neighbors in question have been extremely rude and confrontational (re: swearing) when kindly approached about it. The younger girls ended up getting in a very heated argument one evening, which prompted several neighbors to call the police. We're a "one police call, and you're out" community, so they were given the boot.
Added bonus: the complex is taking the legal steps needed to become completely smoke free. Rejoice!

@deerylou: how lame that they caused so many issues, but I'm so glad they are leaving! Yay!

@deerylou: That's awesome!! I had the same issue with our downstairs neighbors except they were renting and we just bought. So we didn't really have any remedy - we couldn't just move out. Turns out the previous owners/tenants had complained so we were the 2nd round of complaints. After being warned to stop smoking and continuing, they were told that their lease wouldn't be renewed. They're moving out August 26 - wooh! It's a little awkward running into them in the stairway but we did nothing wrong so I don't feel totally bad. And my lungs are so grateful!
