You could check out Consumer Reports. That's what I used when choosing a car seat.

I don't think there is a stroller safety review. And if there is I don't think it's very standardized. The basic response on car seats you will hear is that if they are legally sold (meaning not expired in a crash or recalled) then the seat meets the standards and is safe. The car seat safety comes more into play with installation and which fits best in your car. If the seat doesn't fit we'll and its not installed properly then that is a big issue.

Grrrrr, I don't remember what site I used (I can't even blame pregnancy brain on this one - just don't remember). DH did a lot of the research on our car seat choice.
