I think it is both too, when DD was in daycare she was bit about three times (they didn't even NOTICE two of the bites and one left a bruise and the other a scab!). After that, she started to try to bite us. Once she was out of the daycare, she forgot about it and it hasn't been an issue since. So I feel like it is a little nature and a little nurture.

I think it is a little of both. We had a couple problems with DD biting at daycare and when we were concerned they stated that is was just part of their development. However you might want to find out more about the incidents, is it the same kids (they probably can't tell you the names but they could say that the same 2-3 kids are doing it), is it during certain times of day/activities.

For us it turned out to be the same 3-4 kids (DD included) and they would bite when in between activities as well as when one had something and didn't want to share. The school made some changes to how the classroom was run and that took care of the problem for the most part. Some of the things they did was divide the class into two so that more focus could be on a small number of kids and also added an extra teacher whenever they were making big activity transitions (such as diaper changes before heading outside to play).
