I just clean them up at bedtime..... Just so they can get messed up again the next morning.

My LO loved to walk up to the bookshelf, take off every single book and throw it down on the floor, and then walk away. At 21 months he is really proud of his collection and would like to remember the location of his favorite books. If there are books on the floor he will pick them up and put it back in precisely the same spot where it was originally.

DD has tons of books but she only has about 8-10 available to her at a given time. We display them on a longer version of this:

Having the books face forward mean it's easier for DD to put them back. We installed it at a height that's comfortable for her, about 18" off the ground.

As long as they're being looked at regularly, I'm okay with them being everywhere. We are past the bookshelf-emptying-for-fun phase, so my tolerance for some disorder is higher. It was kind of a mess to have every bookshelf below the 3 foot mark emptied on a regular basis--we have a lot of books at that level!
I don't know if it will solve your problem, but I started putting 4-5 books on the floor, cover out, and propped up on the wall so they were easier to see. LO does tend to go for those first. Maybe something to try?

Meant to be scattered, imho. I keep her books (and all toys) at a level that I'm comfortable picking up after being scattered. It's developmentally normal for them to want to carry junk around - it's also really ok for you to limit the number of toys/books out at a time to a number that doesn't make you crazy.

@autumnlove: This cracks me up but only because I literally have books strewn from the glider in the corner of the nursery all the way to our living room, by my husband's chair in the far far corner. Good news is LO (12 months) will generally start bringing me books when I start to put his books away in his box - just a cardboard box but a similar idea to what @mrbee: suggested - at the end of the night right before bed.
We have a few books we rotate - some really thick board books with flaps or sliding parts and some slender long ones. Whenever he starts dragging the books out, he generally brings one to us and we'll start reading it. When he gets tired, he tends to take the book away and comes back with another book. I think it's great fun but I'm sure if you aren't used to it, it can be very frustrating. Especially having to pick them up every night!

We use boxes from Ikea and just try to put them away throughout the day.

We've taught Lala that books are to be respected, so they should always be put away after reading. We also capitalize on her OCD to organize them by author, size and color

We have started doing the clean up song at night and LO (14 mos) with a lot of direction, can bring us the books to put back on the shelf at the end of the day. It has been working pretty well, but doesn't solve the problem during the day....

We just have boxes tipped sideways (thanks, library) so the spines show and we put them there or in the pile or basket nearby.

We keep them in bins ... while they are frequently scattered about, it's easy to clean them up and he actually sometimes even enjoys putting them away.

Some kids are really crazy with the transporting things, too. My daughter is not, so she has access to a lot of toys at a time, and tends not to move them around a ton. When her cousin comes over for the day, I put half the toys away, and then rotate at lunch. Makes my life waaaay easier, because her cousin just scatters toys everywhere.

My son went through a phase (when he was around 2) where he would grab each and every single book and either throw them on the floor or hide them behind our TV. Good times. Now, we made it a rule that he only gets to read another book if he puts the book back. Took a while but he got it now.
