I've heard good things about cornstarch water and food coloring
in school we always used tempra paint we would actually mix it with baby lotion to make face paint

If you are looking for something that will stay on a pumpkin homemade paint probably isn't going to work. All of the types I have ever used are more finger paint style and it will wipe off easily. If your on only concern is safety would just go with a non-toxic Crayola paint. If you don't care whether the paint wipes off the pumpkin, my favorite homemade paint is cornstarch and water cooked together.
