I saw some for $6 each - so that's almost $50
They don't need to be fancy - just a prop for a party - kids are 6yrs old

Do you have a Jo-Anne fabric nearby? They sometimes have 5 yards of tulle for $5, and almost always have tulle on sale for less than $2 a yard - don't forget to check the clearance bin and use a coupon for anything not on sale! Also see if the fabric store will give you a discount for buying the full bolt over by the yard.
I've made a couple of tutus for LO and I *think* I used about 2-3 yards of tulle.

@yoursilverlining: did you tie them to elastic or did you sew the tulle to ribbon then put on elastic?

Honestly I don't think it's worth your time - the savings, if any, will be very small.
We've ordered sets like these before, and they are perfectly fine for dress up/party favors. One set was a little stinky (per the reviews), so I just threw them in the wash and air dried - they were fine. All would get you down to around $3/tutu:

I made a tutu for DD's Halloween costume one year b/c I couldn't buy the right color, and it took longer (and way more tulle) than I expected.
