I'd remove the carpet, then paint, then install.
Have you ever seen where someone tried to paint after carpet was installed? It can end up looking super messy trying to deal with getting behind the pile of the carpet.

I would rip out the old, paint, then install the new. I doubt the paint would get scratched and if it does it'd be easy to just touch up those spots.

@Mamaof2: Could you rip it up along the wall yourself as you paint it?
I imagine that would be easier than trying to prep to paint against new carpet.

@MAMAOF2: Are you at all handy? Ripping out carpet is pretty easy. You can save yourself some money, rip it up yourself, paint, and be ready for them to come install.
If that's not an option, Then I would paint beforehand. Touching up scratches is much easier than worrying about paint on new carpet.

Definitely before (or like @MaryM: said, try pulling up the edges yourself first). There is one room in our new house where they clearly painted after and did a bad job, lots of white paint on a dark carpet.
I found using a roll of thick painters tape to be best- even if you don't care about getting paint on the carpet you are getting rid of, if the pile bounces back it will get stuck in the fresh paint. Just jam the tape between the carpet and trim.

Agree with others, paint first - ideally if you can rip it up first! Way easier and you won't care if you get paint on the subfloor or carpet.

Paint first!! We are finishing our basement, painter came and did all the painting, then we will be back next week for any touch up after everything else, including carpet, is done. We are re-carpeting the stairs down to the basement. DH painted the hallway and trim already in prep.

Ripping up carpet is easy, I say rip it up and paint then let them install!

This is a good question! I heard that you should paint first, but I'm glad to hear others saying the same thing

you can use a long spackle fin and mush the old carpet down as you paint... i would definitely not do it after the new carpets are in

I agree with @MaryM. It is really easy to rip out carpeting (that's why it's so much cheaper than hardwood flooring). I made the mistake of repainting and then ripping out the carpet (gap showing).
I would rip it out, paint it and have it ready for the carpet installers.
