R has ehem, a big bum. He outgrows pants in the butt area before anything else. I have found that carters is too small in his butt area....Gap seems to be the best. He's almost 1. Maybe his bum will thin out as he starts walking more? 
Any other babies with this issue?

We have the opposite issue so I guess it makes sense that DS can't wear Gap pants and Carters fit the best, lol. Gap pants are still too big at 3 years old, so even if your LOs bum stays the same, you should be fine!

I have this problem too! But it's made even worse by cloth diapers.
I think I need pants made for cloth diaper butts.
It's also bad because my 9 month old is mostly in 2t at this point but he's baby shaped and that stuff is made for walkers...

DD1 is the same! Even once she started wearing undies. The Children's Place fit her the best. We don't have one close by though, which stinks. Gap are okay but ON seem to be too small.

Old Navy fleece pants sized up one size were the best for us. The fit great over the fluffy cloth diapers, so I would imagine they would work well for you too 
Carters were always too small.

DS2 has a big booty, especially compared to DS1!! He is 18 months and everything just fits really tight back there, haha! I honestly love it, so adorable!

@lilyann: yes! DS1 has the tiniest bum! He's 3.5 and DS2 is 1 and his but is wayyyy bigger lol
