If you have lord and Taylor department stores, the house brand is nice, it's called black brown or brown black.

DH wears Brooks Brothers and some pants he got at Nordstrom. Both BB and Nordstrom have in-house, free tailoring which is another upside.

DH likes slim fit and has had luck with Banana or JCrew. Or BCBG suits. He can't wear Brooks Brother or JosABanks.

Have you checked Costco? I've actually heard they have some nice wool pants. Still about $50 but for wool pants thats not bad. My DD and boss both really like their clothes (and you can't beat the prices).

My husband loves Banana Republic and Tommy Hilfiger. He used to like express but they stopped carrying his size. He hates jos a bank.

Bonobos (online retailer) has generally flattering pants, but you have to sort through some funky colors to get to ones that are more conservative. I'm assuming your husband probably doesn't want turquoise or lime green pants, but if he does, Bonobos has him covered! They have frequent sales and free returns.
The main downside is that their marketing is super cheesy. Like really, really cheesy.

DH likes Tommy Hilfiger and JCrew for chinos and business casual pants and Brooks Brothers for dress pants.
He's slim but very athletic with "strong" thighs.
