I am wondering if anyone can help me with understanding If this a real legal notice to enter my apartment (or if it's legal at all) . I know that sounds strange but we have gotten several notices like this one and it just feels like they are shopping for things in our places rather then fixing anything. Enclosed is a picture of the letter.

Our property management group does this once a year, for them its just a normal inspection. It usually takes about 2 min, they usually take a photo of each room and ask if we are having any issues.
I'd be pretty skeptical about them doing them all the time. I always call and get an exact time frame that they are coming and make sure I'm home. I'd call and find out what's up if they are doing multiple inspections.
Oh just re read the letter and the fact that they are randomly selecting places sounds really sketchy!

It does seem odd that they'd just say "we'll be back to fix everything we find wrong" since most management/leasing companies try to do as little as possible until a tenant complains. Are they trying to sell the property?
The legality of the letter/entry will depend on your state laws. IANAL but I would imagine that most states allow management/landlord to enter the premises with adequate written notice.

Assuming you're still in IN as your profile says, it appears to be permitted. Look at this document: http://www.in.gov/isdh/files/Tenants_Rights_doc.pdf and scroll down to the "Landlord Rights" section on page 2. This isn't legal advice, I'm just pointing you to a document I found online, so if you really wanted to contest it you might want to look for a tenant's rights organization near you.

@MamaBear87: it just seems so sketchy to me. We have been here 7 months and this is the 8th or 9th notice like this we have recieved. It just feels so sketchy. When I call for a time frame they simply tell me between the stated times on the notice. Nothing smaller.
@sunny: This place hates to fix anything. It's like pulling teeth to get them to fix anything. It took more then a week to have our furance fixed. It wasn't heating. So I already question their legal knowledge as it is.

It was always my understanding when renting that the management/landlord was allowed to enter the premises as long as they gave written notice. But it does seem strange that they do this all the time.

@Mrs.KMM: it probably wouldn't bother me of they would actual fix things. It took more then a week to repair our furance because they couldn't be bothered to even come look at it. (I was home the whole time) Our water heater is still broken. (Been broken since mid December). Plus a bunch of other things are busted that they always say they will be right over to fix and never show up.

@MrsRcCar: look into tenant rights with regards to the water heater, etc. there are usually specific guidelines on how long they can take to repair things. As for the random inspections.., nanny cam? That would make me pretty uncomfortable, too, especially given their track record.

I totally second the nanny cam suggestion and check and see if there is a limit to random inspections. I get they're allowed to come in but I would think you would have some rights about it being so often

@mrsrain: @MamaBear87: We are getting ready to leave this place. We have secured a new place as of feb 1st. So we just need to get to then. I was traveling from out of town today back home. DH called and left a message on Sunday that no one would be home until the afternoon and the dog would be home alone until then. They generally won't come in because of the dog unless we are home because they came in once without notice and she was out. Apparently she scared them. The maintenance men refuse to come in now unless she is penned up.
