I'm not Vietnamese, but one of my friends said broken rice was leftover rice after farmers bagged up the whole/complete grains to be sold.

Broken rice was originally a poor farmers food; they'd sell the while grains of rice and be stuck eating the leftover broken grains (like @Alivoo01 said).
It actually is more expensive in Viet markets than normal Jasmine rice (usually sold in smaller bags) and the texture/consistency it's definitely different! It's faster to cook, too
