@Mrs. Lemon-Lime: that is sick. Someone who would do that to a restrained animal is unstable and doesn't deserve to be in a position of authority over others, let alone be given weapons to be used under strict guidelines, which he demonstrated no obligation to adhere to. I cannot express my disgust without profanity, so I'm gonna stop there.

He should be fired. Period.

ETA: That kind of mentality (depraved indifference) doesn't get softer/more compassionate over time. In fact, it's usually the exact opposite scenario.

Wow that's messed up. I'd like to know what his reasoning was for cutting the dog after it was restrained. Definitely doesn't sound like it was a good reason.

I just read that Maryland has a penalty of 3 years in jail and a fine of us to $5k for "aggravated animal cruelty". I hope his butt goes to prison. He's a sick, disgusting individual.

@psw27: Its actually well known in the psychology of serial killers that torturing animals is generally where they start.
