I have this big tote of cookie cutters and in it is this cutter that we can't decipher what it is?!

it looks like a bird in flight to me. the top part in your picture is its tail, the bottom part is it's head and the part to the right is its wings.

@Mummystar: it's just a big mix of cutters but there are def a lot relating to holidays.

K, this post made me lol too haha! I thought some animal but it would be a not so realistic animal.... I was also thinking state, but not sure which!

A flag if you flip it over, or a gun if you rotate 90 degrees right. Gun does seem a bit of a weird shape for a cookie cutter though!
