Has he read Harry Potter? There is a handsome illustrated version of the first book that recently came out. It's $23 on Amazon.
Can you do an experience gift, like taking him for a hike and a picnic? Maybe get him a backpack and binoculars/a field guide to go along with it.

Minecraft and skylanders
Two years in a row, my younger nephew has wanted skylanders. I actually just purchased his birthday gift early because the price dropped 25% on Amazon on a skylanders dark force something starter kit for the Wii U.

We had great success with science and experiment kits for our nephew (and nieces) of that age.

Two of my nephews really like the Snap Circuits. and two have asked for Lego Store gift cards for this year (they are saving up to buy some fancy set...2 years ago they bough the Lego Death Star, which was like...$250? Maybe more, I don't remember.)
All four are also way into Minecraft...last year for Christmas I got them all foam Minecraft swords and that was a big hit.
