I’m a big quality over quantity fan generally, because so often the bigger sticker $ up front is cheaper than multiple smaller $$.
Stuff I definitely splurge on:
Winter boots (my winter/snow Uggs were almost $300, but I’m still wearing them 5+ years later and they still look basically brand new)
Skincare stuff: Dr. Hauschka products, SK-II aging stuff, DiorShow mascara, etc.
Good cardigans: cheap ones like from Target (which are not that cheap, IMO) tend to pill quickly and look crappy after a few washes. Same with professional dresses and sweaters.
That said, I still look for good deals for all of the above!

For kids clothes, I go for Gap over Carters since I only shop with stackable codes when I can - it's ends up being cheaper than Carters and Gap has better resell value. I also buy Gap secondhand and so much of it has a lot of life in it whereas Carters usually looks "play condition" with fading.
North Face is another. The kids jackets from Costco completely fell apart before winter was over so if we buy NF on sale, better in the long run.
Jeans. I'm loyal to Paige Premium Denim. I've bought them for 8 years! Best fit and they last awhile. Also, I buy them at the rack so they are no more expensive than Gap jeans (which look horrible on me).
What else...oh, makeup. I don't skimp there. Nars and MAC last me awhile and lipstick/eye shadow is more pigmented than most drug store brands.

I buy nice shoes. I probably only buy one pair of shoes per year because I buy classic, well made styles that last for years. At this point, I don't anticipate having to buy any shoes for the next 18 months at least! I'm all set!
For the kids, I buy a lot of Petit Bateau, mostly at the outlet or on sale. I can wash it a million times and it still looks good and has a decent resale value.
I'm a major bargain hunter. So while I like nice brands, I'm patient enough to wait for sales and deals.

Winter gear because we live in the land of snow! I will only buy winter boots from brands like north face, Columbia, sorel etc.
And good sneakers for DD. just paid $20 for Nikes. She wears the crap out of them though and almost daily in the cooler weather so it's important!

Makeup/Skincare products. Nars, Make Up Forever, Laneige, Kiehl's, Clinique, etc.
Shoes. Dansko for clogs and work sandals, Cole Haan for pumps, Rainbow/Reefs for everyday sandals.
Kitchen gear. Dishes, pots and pans, and knives. OXO, Le creuset, Calphalon, Crate and Barrel, and Wustof.
Hand soap. I almost always buy BBW foaming hand soap on sale twice a year instead of buying something cheaper!

I would like to start splurging more on clothes- quality over quantity. After this pregnancy, I'm only going to buy pieces that will last and are made in good conditions (sustainable, non-exploitative, etc.)

Work pants from BR - I bought some 12 yrs ago and paid like $89 for each pair - I was freaking out paying for them but I just started a new job and wanted some nice grown up stuff! So, 12 yrs later I still have those pants and they still look fabulous!!! Def got my moneys worth and then some!

Apple products for us. That's our splurge.
Not sure if this counts but we have Honda & Toyota cars because of their resale and reliability.
Everything else I'll get on sale. I do have brand loyalties to Columbia, New Balance and Vera Bradley, but I usually won't buy it unless it's on sale or clearance.
ETA: Oh, I see this is in the beauty board. Haha. So you can ignore half of my response.
I do get my brows done at the mall at Benefit's Brow Bar, so I have been suckered into getting Benefit products. I do like their products but don't use make nearly as much so it's probably a waste in the long run.

I splurge on things I tend to get daily use out of. Lancome Mascara, Murad moisturizer, comfortable/sturdy/cute shoes for work and a really good rain jacket (my Marmot has lasted 11 years and its now time to replace it).
@coopsmama: I've been able to combine sale price with coupon to bring the price down at BG.

Good:
Talbots. Some of their stuff can be kind of matronly, but their cardigans are nice, and mine haven’t gotten pilly.
J. Crew (the ones I got from the factory store tend to pill faster, but they are cheaper, so….)
Halogen (I found at Nordstrom)
Calvin Klein: I have 2 cardigans I bought years ago at the factory store which are still holding up well (and I wear them often!). I also recently bought some cardis at Bon-Ton and those are holding up well too
Land’s End/LL Bean. Okay, a lot of their clothes are super boxy cut and kind of grandma-ish style, but for plain, simple cardigans they hold up well. Plus both have lifetime guarantees on their clothes, so you can always return them if they turn to junk fast.
Meh:
Gap: used to be good (like, I have some 5 year old cardigans which look great, but recent stuff is total crap. Pills after 1 wash, stretches out really bad, color fades fast)
Loft: hit or miss. Some of the cardigans I have from Loft hold up, others don’t.
Banana Republic: tend to last longer than Gap, but not great unless you can find on sale.

For clothes I mostly shop at Target, Crazy 8, Costco, and Gymboree for them. With coupons and sales, Gymboree is actually really cheap and i think it's better quality than Gap.
For me? Lots of brands.

I splurge on shoes but I rarely buy them: especially Hunters. Paige jeans. MAC cosmetics. A good purse (I've bought 2 Marc Jacobs in the last 5 years and have never needed more). I tend to spend a little more and buy a lot less.
ETA I love Hanna & BG for the babe, but tend to stick to sales.

@coopsmama: I wait and watch for sales - so last week there was 40% off + 25% if I used a code with my gap card (I pay it off right away because the interest is crazy). So shirts were $3, pj's wer $5, socks for $1, etc. I spend more at Carters!

For winter coats, Ii always buy DD coat for the following year in the J Crew sale. Pricey but totally worth it.
For me shoes : Stuart Weitzman and Ferragamo are my faves, I buy maybe 1 or two pairs a year. I am also currently saving for the ultimate splurge, a Chanel Jumbo classic bag. Probably have got about 2 more years to go with that one

I'm generally brand loyal, especially when it comes to LO. There's a million products out there and I just don't have the time and money to experiment - when something works, I buy them repeatedly. However, when I'm not completely happy, I try things out, and end up being exhausted just by comparison and end up hoping for the best.
I jut got done shopping online for new fall/winter outdoor clothes for LO and I'm exhausted by the amount of clothes necessary here in the north (snowy, often wet winters and cold and ultra wet fall/spring). I look for quality outdoor gear with high water resistance. I buy on repeat: Reima, Polarn o. Pyret, Didriksons, Vossatassar, Tretorn (boots). This year we're trying Lindberg winter snowsuit and Sorel boots.

I'm pretty guilty of kind of always buying things that some might consider "splurging" because I have learned that cheaper stuff doesn't turn out to be cheaper in the long run if it wears out quickly...
I know what brands will go on sale or that I'll end up with a code for, and I always wait for those. Baby Gap, JCrew, etc...And other brands I know will have F&F a couple of times a year and I have made the most of that- like Tory Burch...I also know that other brands are not going on sale and it is what it is - like Lilly Pulitzer...
I buy nice shoes for all of us because I think it's worth it. My favorite pairs for work have been from Tory Burch and Coach. For my girls I will always buy nice shoes because they'll be on their feet all day. My ODD always has New Balance, Salt Water, Toms, Uggs, etc...And it's nice because all of her stuff can usually be passed onto DD2 if she hasn't been too rough on it.
I also love Janie and Jack for them, JCrew kids, and I buy the most from Baby Gap. I quit buying Carters when DD1 was small because it looks worn out so easily and was never as soft as her BG/JJ stuff...
I also always buy nice makeup and skin products - I think it's worth it! I also have recently been splurging on eyelash and hair extensions. The eyelash extensions make my routine A LOT faster in the mornings!

I splurge on pieces I know will get the most use Frye/Hunter boots, NB sneakers, JBrand jeans. Also facial cleanser, moisturizer and makeup. My skin can be sensitive, so I save myself redness and breakouts that way.
