we have a membership to the botanical garden and we go there very frequently. but admission is also free if you get there early.
we go to barnes and noble.
museums have free days.
parks along the river are free and anything with water involved the kids love.

The other issue is we live 45 mins from the city and work there all week, so no desire to go on weekends

Not technically free, but we have a membership to a chain of museums around here that has more than paid for itself a million times.
The mall for walking and window shopping.
Lots of local festivals and farmers markets.
Our downtown has live music every Friday night.

not free but once we paid, we get our mileage out of memberships to the zoo, aquarium and we also belong to the Y which has free childcare!

I have a membership to a huge garden, not free membership, but once you buy it you can go whenever you want for free.
-Some museums around here are free or have free days or free activities to do with LOs
-Visit some local farms/orchards that have events
-Free festivals
-walk boardwalk/promenade on the water
-window shopping
-free wine/beer tastings

Nature walks are fun! We love hiking, too. We live in a really fun city that always has fun events ... Google is the best way to find them.

Nature trails bike rides window shop hang at friend's neighborhood festivals. Our outdoor mall has free concerts every friday too

Not technically free, but less than $5 - I love mystery puzzles! We get them from the thrift store. So far we haven't gotten one with more than 2-3 missing pieces. :}

Our library has museum passes you can check out for free. I haven't done it yet but it seems like a good way to get fun new places for free.

Its really hot here too, so we're staying indoors a lot. Also, we're pretty boring.
DH and I play Words with Friends against each other on our phones. We wait until dusk when its cooled down a bit and take a walk around the neighborhood and talk about our day. We watch baseball games or hockey games together on the couch while eating a treat, like root beer floats. I read a chapter out loud to him of a book and we chat about it. When we used to live in an apartment complex with a pool, we'd swim and then unwind in the hot tub. Sometimes when its really hot, we like to turn off all the lights in the house, crank the AC up really high, and lay in bed in the dark and talk. On the weekends, we like to go walk model homes and talk about what how we'd like our dream home to be like some day. We also really like sleeping in and making a full brunch on Saturdays with all the trimmings.

Splash pad, local playground, pool (free for kids but adults pay). And then we have passes to a few museums and the zoo, so we go frequently.

Sometimes we go to the beach, there is a nice playground there. We can also go to the children's museum playground/splash pad, it's free as well.
The nature center trails are free, too, so while we don't go as often as we would like too, it's on our list of things to do this fall.
We can also go the local farms, they have activities in the fall that are free, you don't have to do the fruit picking if you don't want to.

@birdofafeather: I'm in a San Francisco suburb. All the counties we've lived in here have that program but I don't know how common it is elsewhere.

I know it's hot, but LO loves the water. Even though we have a pool, we bought a fun sprinkler that she likes to run through/play. And it waters the grass at the same time.

@Corduroy: So I was just at my son's preschool program and in the reception walk a family with lo and behold, a library pass to visit the museum portion of it!
Thanks for the heads up, I am going to check out what else they have!
