What's going on in Russia sounds so difficult for everyone involved... so many heartbroken parents and children.

I've tried to think through the situation from the perspective of the country. I've read that many countries see foreign adoption as a form of humiliation... intellectually, I can understand that perspective.

Overall though, I think that the most important thing to do is to is to follow the best interests of the children. If as a country you'd like to ban foreign adoption, it seems incumbent upon you as a country to encourage domestic adoptions and better support/fund orphanages, foster homes and in-home support for at-risk parents. In the absence of that sort of effort, I can't support a ban of this type.
