Since we are recycling more regularly now, I have seen a couple of items that say "TerraCycle" on them, I know these can't be recycled with my regular items, but what does it mean?

I think Terracycle has partnered with some companies (such as Garnier) where you can form a group and collect these items and send then back and they will recycle. I think you can fundraise for your school too. It's a little confusing to me. Sometimes you have to collect a large volume so it might be hard collect it all on your own so they have these "brigades". Others are smaller efforts. Like I saw this one that looked really neat for Ella's Kitchen Babyfood: http://www.terracycle.com/en-US/brigades/ellaskitchen.html
ETA and they make new products out of the recycled goods. They used to have a reality show and it was fascinating and very creative, what they were doing.
