I got through a LOT of work calls this spring by giving my 2 year old a giant bowl of water and some cups and spoons! Expect them to make a giant watery mess, but heโd happily play with that for almost an hour by himself.

My 2/almost 3 year old loves slime, play doh, kinetic sand, rice tables, etc. Granted it will make a mess, but he can play for a long time with things like that. I like busy toddler for ideas, but those don't keep him entertained for a long time yet. He also will play for a long time with any kind of track or roadway and cars/trains.
We do a lot of baths in the winter to keep him occupied. I don't really get time to myself when that happens but I can veg out and sit & scroll on my phone or clean the bathroom while they are in the tub.

bubble baths. get a big bin with a lid and put a bunch of dried beans in it, and then add some sandbox type toys, scoops, trucks, etc.
magnatiles even at that age will often occupy our toddler.
playdoh. paint (watercolors and paint sticks are the less messy option). stickers- i get the big cheap books at michael's- if you peel the back color off, they can usually take the stickers off themselves (does that make sense).

fill the sink with water and let them do dishes. huge mess- put down towels!

Okay so... What I'm hearing is, plan for messes. My husband is the primary caretaker and he hates messes! We may have to make some adjustments...

At that age DD loved playing with pipe cleaners and a colander - she would poke the pipe cleaners through the holes.
Magna tiles on a baking sheet.
She loved those sticky window clings - she would put them on and peel them off over and over. We would stock up whenever we found cheap ones. Can also work on a mirror.
And indoor little tikes slide and trampoline - she would jump and slide for a long time. I stayed nearby to keep her safe but didn't need to do much.
I also hate messes - so tried to avoid really messy things when inside.
