Peanuts are not tree nuts (They are technically not even nuts), but I'm not sure if that would make a good substitute for Walnuts.

What kind of cake is it? If it's crunch you're after you might consider seeds, like sunflower seeds. I agree with @pui, you may not want to substitute peanuts because there's always the chance that someone with a tree nut allergy will have or develop a peanut/legume allergy and you never want this time to be that time.
