Before we were even engaged we decided on the area and time of year we wanted to get married (we live one place, our families are in two other places). After that we got a general budget, then rough guest list, but the first thing that was set in stone was the venue/date, roughly at the same time as finalizing the church date.

@mrsjyw: I should have done that...instead we looked at venues the weekend after we got engaged! I was in such a tizzy because I'd heard so many horror stories about NYC venues getting booked like 2 years in advance!

I think the date came first. It was most important for us because it ended up being the difference between a 3 month engagement and a 15 month engagement, and that made a difference for every following decision.

We couldn't nail down the venue without a date, and we couldn't choose a venue until we knew our budget.
I ended up getting the date and venue I have always wanted.
After we chose venue, I had a clear idea of the formality level/ theme of the wedding, so I went ahead and bought my dress.

Our guestlist.. because it was so huge, we needed to know the exact number in order to know which venues were large enough (this was all because of DH's side - not my plan to have a large wedding but loved every second of it)
