Ours went up to 30lbs and he didn't exceed that before his first birthday so that's when we made the switch. He still is under 30lbs so sometimes I'll quickly just use it in other peoples cars.
Eta: My son was born at almost 23 inches but his height never seemed to be an issue.

I think as long as their head is 2 inches below the top of the seat, you're fine. I feel your pain. My 14 week old is 25.5 inches long.

We could have kept Lo in her seat longer, but she was starting to look a bit cramped in the space. We transitioned at 7 months.

My LO is ~25 inches long and his feet touch the backseat when he's in his carseat! His head does have an inch or two. We are thinking we need to switch soon.

We put him in a convertible at about 6 months but at 15 months old he still hasn't outgrown Either (Graco 20, chicco 30) baby bucket.

We did it at 6 mos. Long for his age and he was looking cramped. Much comfier in the convertible!

We have the Graco Snugride 35, good for 35 pounds and 32 inches. LO is almost 11 months and will transition at a year to a convertible. I would have put her in the convertible earlier, but it doesn't work well in our SUV backwards. At her 9 month appt she was nearly 25 lbs and 30 inches.

6 months. I don't remember her height/weight but it was getting
tight.

At around 12 months for both girls. The height limit on our Sungride is 29". (The weight limit is 22 lbs and both of them were smallish at 12 months anyway, both weighing around 19 lbs on their first birthdays.)
So we moved to convertibles (Britax Marathon)... And I keep them rear-facing for as long as possible in that seat.

He's going to transition soon, given that he's 2" away from the height limit at 4.5 months.

We had a peg perego and it was getting cramped for LO at about 10 months even though the weight/height limit was 30 lbs/30".

we had a graco snugride and switched around 14 months. we didn't hit the weight limit, but they usually get too tall before they hit the weight limit.

We switched when LO was around 9/10 months. She was getting to long for it but was no where near the weight limit.
