LO is 22 months. We go over colors all the time, but if you say, "what color is this?" she'll always say green. If I say that, "this color is blue," then she'll repeat back to me "blue."

For my daughter, everything was "yeyyow"...But just in the last 3 weeks or so she's been able to identify her colours correctly (she's 23 months now). So I would say soon! Just keep repeating and pointing!

olive only knows purple, but we haven't really been trying to teach her colors. she is 20 months.
charlie started daycare at 21 months and at the end of his first week he knew all his colors. he knew a couple already, but learned a lot at daycare.

I really can't remember, but I don't think it was until some time past 2 he really got it.
"What color is that?" is such an abstract question. You might get better results asking LO to pick the green ball (or whatever) out of a line up. I also know that there are certain colors that are harder to differentiate.

At 18 months, I could ask my son to show me the card with the green frog and he would hand me the correct one all of the time. In terms of him being able to point to all the colors and name them, that was around 26 months (accurately, 100% of the time).
