I thought Elaine was hilarious, but George was also fantastic. If I had to pick between the two, I'd have to say George though. The plots involving him were always the best!

Kramer! He was such a kook I loved it! When I was younger we even named our family cat after him (his real name), Cosmo. Elaine is a close second though!
