You said you are not looking for boots. Are you thinking high (knee high) boots or low sneaker like boots?
We visited Chicago last year during the winter and we splurged for waterproof hiking boots. I got the Ahnu Sugarpine boots. It was warm with a pair of thin wool socks and waterproof. @bluestriped bee: I updated my question. Something dressy enough for work. Doesn't have to be warm and wooly....just something you can maybe wear socks with.

do you need to wear them TO work, or just at work? Because you could always just leave shoes at work and go to/fro in boots, that's what I do!

Honestly if there's a lot of snow, I wear snow boots and change into work shoes at the office!
I live in boots though. I bought caterpillar brand knee highs last fall so I could wear in the snow and cold. They're not warm, but I just wear warm socks. They have traction on the bottom so you don't slip. And they arr easy to clean.
The other brand I'd recommend is timberland, they're also designed for cold weather and have traction on the bottom.
