We do the same price range for my family swap - with gifts people would want to receive (vs. 'funny' gifts).

I got a set of flameless candles (Sharper Image) from Target. I work with a lot of older people and most don't seem to be big drinkers so I decided to do that instead of booze.

I need to do this for TOMORROW! We have a $15 limit as well. So far I have a blanket that was about $10 and I need to either put something with it or start over. I like the water bottle idea.

I like to do giant candy bars - at Target right now they have Snickers that are like a pound. If they don't make it to the price limit, I supplement with scratch off tickets. Or just a bouquet of scratch off tickets. People love those!
