Looks fairly easy to me! It'd probably take me a long afternoon...or maybe two evenings. I'd say 6-8 hours?

What's complicated is the top. Making the channels for the stretchy elastic, then putting the red ribbon on. It's just kind of tedious stuff to do.

Hey, why don't you buy her a blue t-shirt, then just cut the bottom off and put the yellow skirt on, then use red bias tape or ribbon? Buying a blue shirt would save you a TON of work!

I pretend to sew, the actual sewing is not the problem, it's the cutting, piecing, basting, etc. Takes me hours and hours.

I think using a tee shirt for the top is brilliant!

@mediagirl: Honestly, you don't even need a pattern for the skirt, unless you've already bought it. You have a few options.

1) Just literally chop the bottom of the blue shirt off, where you want it to fall, then take a long rectangle of the yellow fabric...hell, i'd even fold it in half so that you don't have to finish the bottom and then just sew it onto the blue and sew a ribbon around it. There are a TON of tutorials for this on pinterest.

2) You could do this: http://craftycupboard.net/2012/05/twirly-t-shirt-dress-tutorial/ and use a red fabric for the bow and yellow for the skirt. It has a little more fullness which is nice, than the aforementioned method

3) you could leave the blue t-shirt as is, make an elastic skirt, and just tuck the shirt into the skirt. http://www.danamadeit.com/2008/07/tutorial-a-simple-skirt.html (i've made a lot of things from the dana made it site and it's really good for beginners)

I think elastic casings are generally a PITA. I hate doing them, they're time consuming, and i inevitably make them too skinny, have to pull them all out, and re-do them, because I can't get my elastic and safety pin through when I thread them. So...I avoid these as much as I can! Finishing edges on stuff is what takes me forever. The neckline on the dress, the sleeves...folding, ironing, pinning, etc. Time consuming

I second the simple circle skirt @blackbird: posted. I made it for myself as part of our family Halloween costume 2 years ago and it was super simple!
