I have an annual ornament exchange with friends each year. Trying to avoid just grabbing one from Target like I normally do. Everything on etsy is for personalized.
Where do you find unique ornaments? $10 limit

I love Crate and Barrel ornaments, I pick up new ones every year during their after Christmas sale. They are typically all European made which I appreciate as well.

Local artisans? There is a local one that I'm eying for our tree this year.

Pier One? Also if you have a touristy spot near you they often have "christmas shops" In the philly area off the top of my head I think theres one in Peddlers Village and one on the boardwalk in Ocean City. Sometimes an "ornament" shop opens in a vacant store in our mall just for the holidays

We do an ornament exchange, too, and sometimes i buy a "set" of 2 or 3 and keep one for myself too - kind of a keepsake of the exchange
