Today Lala was working in the yard with her dad and a guy walked by. Lala is usually pretty shy, but this morning she busted out with a huge "How's it going?!" and the guy didn't even acknowledge her. Even when I was childless I'd still acknowledge a child.

YES! My LO loves saying hi to everyone.. I'd say a good 80% of the people she says hi to ignore her >:(
Either that, or they don't hear her.

Nothing makes my day more than when a toddler or baby acknowledges me and wants to interact. I can't imagine ignoring them!

Its one thing to not go out of your way to acknowledge a child but when a little kid is trying to interact with you how can you just ignore them?! That is so weird!! I love it when little ones say hi to me.

Eh, I don't think people should have to acknowledge your baby/kid/etc. Some people just don't like babies/kids and find them (and any sounds they make) to be annoying.
I usually respond if a baby/kid says something to me, but if I'm doing my own thing and a baby continually says, "hi hi hi hi hi hi hi hi," I'll probably ignore him/her.

LO says "Hi" to everyone (makes dining out/shopping with her a real treat). I find most people at least smile back at her but yes it is annoying when people ignore her because she doesn't understand.

Yes, DD's pretty social and it does bother me when people don't at least acknowledge her; I don't expect everyone to respond to her but a smile or a wave wouldn't kill them!

I always say hi back to a child! Even the nosey neighbor girl who asks endless questions, who I think then runs inside and tells her equally nosey mother all the dirt

Not as much as lo does! One day we had the satelite repair man iver to fix something and she kept trying to say hi and he straight up ignored her! She finally gave up but when he left, lo came up to me half crying and asked me why he wouldn't talk to her

I don't get this at all! I always thought even the coldest people couldn't resist a sweet little one trying to talk to them! God, I swoon just *thinking* about Lala saying, "How's it going!?" But clearly I have the baby rabies something bad.

Ugh, heartbreaking!! I love responding to babies and toddlers! But sometimes I don't say too much to them because I know as a parent, I get uncomfortable when some random person is too friendly with DS--maybe that's my over protective side coming out though.

Totally! My LO loves waving at everyone nowadays. You would think he was flipping some people the bird with the way they look at him. It's like, hello just wave back at the cute, smiling kid! Luckily, most people do, it's pretty rare that people aren't nice. But, those grumps always amaze me.

@Mrs. Jacks: I love that she said "how's it going?" Sounds like something she picked up from Dad. 
I would be sad if someone walked by and my kid said hi to them and they kept going! How hard is it to just say hi there back to a little one?

Some people, especially a male walking by himself, might worry that you'd want your toddler not to interact with him (a random stranger on the street). He was probably unsure of what to do and defaulted to respecting your ability to set your kid's boundaries.
Personally I have NO idea how to socially interact with children and wouldn't have the first clue what to do in that situation other than keep walking. (I don't really know anyone with kids).
