We have always used a birth certificate and never had any problems

Based on a few searches, it looks like birth certificate will suffice (at least if you're flying within the US).

Domestic or international?
For domestic, I don't believe children under 18 need ID. Though I would bring it anyway!

For international, you need a passport.

Just domestic! Babies under 2 need birtny certificates to fly but I just wasn't sure if since I now have to buy him a seat he needs a pic id. I'm going to work on getting him a passport now too though!
