The City Mini lays pretty flat...not sure about fire retardants. And no it's definitely not just for newborns, but my lo doesn't really sleep when we are out and about.

I'm not sure about the fire retardants but Mountain Buggy and Phil & Ted both make lie flat strollers. My LO is fifteen months and she has always slept well in our Mountain Buggy.

Not sure about retardants but my GLuxe has a deep incline. Not completely flat but close enough for me.

You can make the UBV completely flat (their head and feet are at the same level) but there is a little divot down for their butt...so your LO is sitting in their stroller and falls asleep...you can recline it back all the way but it doesn't magically flatten the seat part..the seat is just turned backwards. For a newborn for sleeping I would use the bassinet

Also not sure about fire retardants, but we used the Maclaren Techno XT from birth with DS since it lies flat.

@kemma - i was using that blog to figure out which strollers non-flame retardant, but clicking through to the manufacturers' websites it was really hard to tell which reclined flat. they all boast so many "features" that i didn't care for that it was really hard to tell

@Mrs. Chipmunk: If the manufacturer says the stroller seat can be used from birth, then it lies flat.

@ShootingStar: Yep, this. A couple of strollers (the Britax B-Ready, Bugaboo, and UB Vista come to mind) have bassinet options, which I think is your best bet for a newborn.
