After a few recent meltdowns due to my 3 year old not wanting to ride the buggy board and my 1 year old not wanting to be worn, I think I've finally decided I'd like to get a double stroller for shopping and longer outings. Since it won't be my everyday stroller and I don't expect to need it for a very long time, I'm hoping to find a budget-friendly stroller ($250 or less) that will do the job.

Either side by side or tandem could work, but I NEED a single handlebar (no umbrella strollers) and wheels that can handle rough terrain (a Graco entry level model probably won't cut it).

I'm looking at the Contours options Elite Tandem, or the Combi Fold n Go - but am nervous about the wheel quality. I'd consider a used higher end stroller from our local listserv (Cuty Select, UppaBaby Vista), but those go so quickly that I'm not sure im willing to devote the time to snagging one.
