I have always believed the blue car, but I am not confident bc one time in college a middle aged man displayed some epic road rage in this scenario where I would be the blue car (as in he got behind me flipping me off and flashing his flashlight (in daytime) at me to get my attention)

If there's two lanes I would say both?
One lane I think blue car.

I'm guessing here but because there are 2 lanes, they can both turn at the same time.
It would be diff if there was only one lane to turn into, in which case I think the blue car has the right of way.

Absolutely blue car. If you are turning left and don't have a green arrow you always yield to oncoming traffic regardless of if they are going straight or turning right.
ETA: I didn't notice the two lanes. I guess they could go at the same time but if I was in the red car I would still yield until I saw which lane the blue car was heading for just to be safe.

@runnerd: I think I'm confident that if you need to cross over incoming traffic, that you must yield.
Plus, these signs are great reminders. I don't think they are needed but obviously I think it's needed based on what I see.

The person taking the right always has right of way. That is their lane of traffic. The red does not have right of way, they are crossing into blue's lane.

I'm assuming most states would have the same law. Google just went to NY first.

100% blue car. The only time the red car would have the right away is if the blue car had a red light and the red car had a green arrow. I'm a transportation engineer and I've had to answer this question a lot.

Blue car. The person taking the right. Only time the red car would ever have the right-of-way is if his green light was a green arrow.

@Mrs. Lemon-Lime: Yes, if one of them had a green arrow, everyone else would be red. Or sometimes there two green arrows but both (opposite of each other) would turning be right or both would be turning left.

Blue for sure! It really pisses me off when in this situation and the red car acts like its their right of way - way to create a dangerous situation!

If both cars maintain their lane then they can both go but otherwise end should give to blue (as per the New Zealand road rules!)

Regarding making turns going from one lane into two lanes. Here is California rules.

What everyone else said: blue car making a right has ROW. The red car must yield to ALL traffic. Exactly why there are signs, as you've said, that say yield to oncoming traffic.

Yes, blue car has right of way unless all lights are red and red car has a green arrow. In that case blue car could take a right on red after a complete stop, but red car would have right of way.
At least right on red in Massachusetts.

Blue car definitely has the right of way. Red has to yield to oncoming traffic.

There's one bizarre intersection on my commute where both the red and blue cars have green arrows. I hate it. There are two lanes, so I know the blue car is supposed to take the right lane and the red car is supposed to take the left lane, but there's a short ramp and the lanes split into two separate overpasses going to different places, so it's always a mess with people trying to switch lanes (i.e. if the red car wanted to go over the right-lane overpass). I really don't know what the traffic engineers were thinking.

Blue, but at least 50% of the drivers in my area either don't know this or don't care, so I'm always super careful when I'm in the blue car's position!

Blue 100%. My one big takeaway from being a very fearful new driver is that left turns always yield.
