Can you do cash in one of those creative Pinterest ways? Folded up into a graduation lei, chocolate box, pizza box, mason jar, etc? I feel like cash really is needed since she'll need stuff for her dorm, supplies, and whatnot.
Or how about a sweater/gear from the college she'll be going to?
Freshman survival kit? New makeup/nail stuff?

Maybe something for her dorm room? Either practical, like baskets or towels or a hot pot, or decorative, like a throw pillow or framed family picture. If she'll be driving to school, as opposed to flying, this would work better.

I gave my cousin a laundry themed basket when she graduated a few years ago. I took a mason jar and cut a slit in the top to drop coins in and used vinyl letters to label it "laundry money." Then I filled it with quarters and added a bag of laundry pods, a collapsible laundry basket, a delicates bag and some hedgehog dryer balls.

My mom gave me a medicine basket which was helpful because I had no idea how much cough drops costs when I went to college! Also things like a thermometer which is something you want to have when its the first time you're sick away from home.

One of my favorite high school graduation gifts was a picture frame, oddly. I only received one and I put a picture of my parents in it and had it on my desk in my room.
We did cash for my younger brother and our nephew who just graduated. But I think girls can often be more sentimental.

My favorite graduation present was a little box of life essentials - needles, thread, nail clippers, two different kinds of screwdrivers, pliers, an extension cord. I think I ended up using every single item in there at some point over the next four years.

The last one I went to the girl was a Harry Potter fanatic. I got her a HP journal off Etsy and included a cash gift inside.

I had an aunt give me a tool kit and it turned out to be crazy useful. I still have most of it like 15 years later too.

I decoupaged boxes with pictures and filled them with medicines for my sisters. Thermometer, gauze, bandaids, neosporin, bactine, cold meds, tummy meds, etc.

I think it depends if she's driving or flying to school. If flying, cash or something small would really be the most convenient.
I like the idea of a bathrobe/towel or maybe some sort of organizer that makes it easier to organize your stuff in a small space - like a hanging jewelry or shoe organizer, or a basket for organizing toiletries. If she'll be living somewhere with a kitchen where she'll be cooking meals, a cookbook with your favorite recipes in it would be cool and super-personalized.

While I still think cash or gift cards are best, I would stick to something small. If she's going to college out of state they have to bring it with them and needs to be easily transported.

Pretty sure this is only a Texas thing, but everyone I know who went to school out of state brought a Texas flag to hang in their dorm room. You can request that the flag be flown over the state capitol on a special day (ie: graduation day) -- so that is a popular gift here.
ETA: My uncle gave me "everything I needed to get to class on time" - an alarm clock, an umbrella, flip flops...I can't remember what else. It was an odd assortment of things, but a cute theme. I went to school out of state, but just shipped a big box of stuff up a few weeks early.
