We ended up with a fringe (bangs) for this very reason. It looks super cute though.

I got basic bows from 2 shops on etsy: cutebows4girls and bluemonsterbows. You might have to train her hair to stay over. Use the non slip bows to keep it in place over a few days and hopefully her hair will start to be trained to stay over. Good luck!

The only thing that works for my daughter with fine hair is the small snap clips. She's got a decent amount of hair now, but for a while it was just a tiny wisp and these would stay put. She can do medium sized clips now at 20 months, but anything different (like alligator style clips which seem more common) she will pull right out. I've sort of embraced the hair in the face look. We are working on keeping ponytails in now. Here's an example of some of the clips that work well for us. Some have extra grippy stuff on the back that works even better. I search Etsy for mini snap clips and only buy ones that have pics of the back so I can double check they are the tiny snap clips.

@twodoghouse: Ha, you just inspired me to go shop some hairclips for my DD (12m). Lets see how it works...

My two year old has a mullet, so we can't do a fully ponytail yet. I keep her hair parted on the side, and use a little clear rubberband to pull the large side into a mini pony. Bows will clip in there and not fall out. But a bow by itself usually always slides out of her hair. Plus the pulled back look makes it less 'mullet-ey.'

@Pumuckl: I have some clips! My DD's hair is finally growing out, so we don't use them anymore. If you're interested, wall me and I'll take a pic of them for you.
