My situation is a little different because I have twins, but I often wear one (on my back) and carry the other when we are going to story time, classes, activity gym, etc. I have found two things work really well - 1. Wearing on my back (depending on how you're babywearing and what your comfort level is, this may not be possible yet) so my hands are free to grab the other baby and 2. Wear on my hip (with a robins hip carry in my woven) and be able to grab the other baby and carry her on my other hip. Both options give me one or two hands that are free to corral/carry my other toddler.

LO1 (at the time around 23 months) and I had a come to Jesus moment when he pitched a fit while I was wearing LO2 (around 1 month old) and scooped him up as well. My right hand under his left armpit, forearm across his chest, and crook of my elbow under his right armpit - basically, this...

Anyway, he almost fell right on his head from all the kicking and flailing, and scared himself enough to calm down. I put him down and held his hand in a vice grip, and we left. Ever since then, that's what we do - the experience scared me enough that I will not attempt to carry a physically tantruming toddler while wearing LO2. I take his hand, say "okay, time to say bye-bye" and walk off. Sometimes there is dragging involved, but usually not. Better that than either of them doing a header.

I also started wearing LO2 a lot less when I thought physical restraint might be called for, though. He stays in the bucket seat during most trips to the library and playground, so it's easier to haul the toddler off with LO2 safely secured. The physical logistics of (sometimes literally) juggling a big, strong toddler and an infant have been the hardest part of this whole parenting two kids thing
