I go by how I feel. If I feel cold then chances are she is cold too. You cant tell just by touching them because a lot of babeis get cold feet and sometims cold hands even when they arent cold. Also sometimes when they ARE cold their body feels warm.
I was told to dress my baby similar to how I dress but sometimes add one extra layer

I agree, I always heard to add one extra layer onto what you need. I sleep in shorts, a t-shirt, and have a blanket over me so she sleeps in pants, a long sleeved shirt, and a sleep sack. I also check her chest, the back of her neck, and her feet to make sure none of those are extremely hot or cold though.
My baby is warm-natured though so I more often worry about her being too hot.

I've also heard that feeling their ears is a good indicator. Their hands and cheeks may be cold, but the important part is to keep her "core" warm.
