I do lots of layers. usually a long sleeve onesie, then pants, a fleece hoodie and then a thick jacket. I take the jacket off for the car seat though.

We do a lot of layers - longsleeve onsies are our base, and then sweaters (cardigans, hoodies, sweatshirts, etc.). We have a couple of pairs of fleece lined infant jeans (from LL Bean, not sure who else might make them), or leggings under sweatpants/heavier pants. Hats that cover the ears (more than just beanies), and mittens/gloves.

We had 2 "snowsuits" last year before LO could walk - 1 was fleece and one was sherpa type material). This year I'm definitely getting something waterproof since she'll be walking. Last year she wore those snowsuits over clothes in the stroller and out and about.

I think for a 9 month old you might want to get some waterproof pants, too as fleece gets wet pretty easily if she gets into the snow at all.

We also did boots with socks.

For that age, I preferred thick outerwear so that I didn't have to mess with layering so much. If she isn't that mobile yet, then she'd likely enjoy being dragged around on a sled or pushed around in a stroller. I'd use a snowsuit for the sledding (with a sheepskin thrown on top of the sled) and a bundler/foot muff/thick sleeping bag thing for the stroller. I'd skip all blankets since they'll just get wet in the snow.

With a warm foot muff/bundler she'll be able to wear cute, normal clothes underneath - especially if you don't plan to be outside for a few hours straight, you can just have her wear the same things she wears now and just have that over it. It's super convenient for when you go indoors too, since you don't have to fuss with all the layers. Same with a nice, waterproof snowsuit. She'll be able to wear normal clothes underneath without too many layers.

As for layering, if you plan to have her out for a few hours, here's what I learned (which is all recent so it's fresh on my mind)

When it's really cold, wool or polyester clothes is best underneath a snowsuit or bundler (not cotton). But if you don't plan to be outside with her long, then thin cotton clothes will do if her snowsuit is warm. DD wore thin summer tights, regular socks and a onesie without a cardigan or sweater whenever she took naps outside last winter. Her bundler thing was so cozy, she didn't need anything else and would easily overheat if I added more layers.

If you think she will be playing in the snow, get waterproof clothes. Otherwise she is going to get wet and cold really fast. Snowsuit/ski pants/warm waterproof boots.
