I live in TX, so that means it's extremely hot and humid about 8 months out of the year. Strollers don't breathe very well and cars become ovens even in the shade. Does anyone have any tips for keeping LO cool when in the stroller or in the car?

I'm in Florida so I feel you! I just try to dress her for the weather, keep her in the ac if I can, and make sure she has lots of fluids. I also have a sun hat and sunscreen with me at all times. We also have sun glasses, but now she just takes them off and eats them so I don't bother.

For the stroller, try a lambskin, sounds counterintuitive, but they totally work.
You shouldn't put anything additional into the car seat, though.
