@snowjewelz: not sure where your friend is located but there are state laws that require vacation payout for those accured:

24 states--Alaska, Arizona, California, Colorado, Illinois, Indiana, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Nebraska, New Hampshire, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island (after one year of employment), Tennessee, West Virginia, and Wyoming--and the District of Columbia require that your employer include any unused vacation pay that has accrued (that you would have been entitled to use) in your final paycheck.

To be honest, unless your friend didn't expect to give notice, I would say that the days should have been taken before giving notice. I feel like it's not super great to give 2 weeks notice and then work only 7 out of 10 days left, especially if you need to wrap things up before leaving. Though I guess this only makes a difference if your friend will eventually need a reference from this employer.
As a teacher, I had a couple of teaching assistants give notice and then take a ton of time off. While I understood that the time was owed to them, it totally screwed up those two weeks to have someone off when we were already worried about transitioning when they left.

IMO, it's professional courtesy to give a full two weeks notice, where you will work each of those days. My employer does a payout of up to 160 hours of accrued vacation. I'd make sure that I wasn't in excess of those hours before giving my notice.
