Both texting and talking is. Even look at your phone and you can get a ticket. (CA)

Same with Ohio kinda, it depends on the city, but mine has no issues with talking and driving!

In MN, learners permits can't use a cell phone at all, provisional licenses need to wait one year before making calls, and no driver can text while driving.

Texting and talking while driving is a ticket. Don't get me wrong I still see a ton of people doing it. But I see even more on duty police officers doing it

Talking (without a headset) and texting are both illegal, but it doesn't seem to stop anyone.

Yes, the law was passed earlier this year. I see people texting and talking on the phone all the time, and it really bugs me. At least 50% of all drivers on the road are on their phones. Sigh.

Im in CA, and yes! It makes me irrationally angry when I see people talking/texting while driving despite the laws.

Barely - only laws to not talk on the phone in school zones or to use it at all under age 18. The governor vetoed the most recent attempt to pass a law against texting while driving because he sees it as "a government effort to micromanage the behavior of adults," which I personally think it nuts! I hate when I see people texting and driving.

All handheld electronic devices are illegal while driving here. Ie, no talking on the phone, texting, fiddling with your gps.

If you are driving and your phone is in your hand (talking or texting), you will get pulled over. Cops are pulling people over and it's a $134 fine here in Seattle. Bluetooth headset and phone cradle is the way to go if you need your phone.

yup! no texting or calling or other phone fiddling! must be completely hands free. there was a story on the news recently where one of our MPs (kinda like a congressman I guess?) got seen driving down the road in his marked party car talking on his phone. oops!

Yep. The UK has banned talk, texting and eating and drinking while driving.

Yup. I heard recently that you can't even have your phone visible. I hope that part isn't true - I use the music on my phone.

Talking and texting is illegal here. I think they just changed it so texting is 5 points and a hefty fine (NY).

@loveisstrange: Do you mean you can't drink non-alcoholic drinks? If so that is really strict. I would have a hard time with that one, especially on long trips.

ND is no texting, but talking is fine. I don't think they could ever pass anything for no talking or hands-free.

@mrs. 64: Yep. From the highway code: “avoid distractions when driving such as loud music, trying to read maps, inserting a cassette or CD or tuning a radio, eating and drinking and smoking”.
It's not necessarily illegal, but you can get a ticket for it if an officer determines your actions are affecting your ability to drive.

Neither is illegal in SC...but SC generally is a very lenient state. People encourage each other not to do it, though. Plus, we're so close to other states that make it illegal (a lot of people commute to Charlotte from here), so most of us are prepared not to do it anyways.

texting is illegal, talking is not. I do handsfree because I think it is dangerous, my phone never leaves my purse. I get SOOO mad when I see people with their heads down, clearly texting. I bet I see it every 5 cars here. I actually told my BFF that she's not allowed to drive with my daughter because she is on her phone constantly (checking FB, texting, ect.) She's pregnant and I"m like "are you goign to do that with your child in the car!?" it irrates me.

Isn't texting illegal everywhere? I don't think talking is illegal yet, but I haven't checked in a while. I always forget when I go home to CA that talking is illegal (without being hands-free). Thankfully I catch myself before I get pulled over!
