Are metallic gold moccasins gender neutral? Or what are some other colors that could be for a boy that would fit a royal theme?

I personally think that metallic tends to be a bit "girly." That being said, I don't really abide by such things. If you like them, they are fine!
If you are really concerned, I would pick brown, taupe or even navy instead.
I am not sure what you mean by "royal theme" either.... maybe if you could clarify the event? -

I do think gold to me says girl, but if he has a boy outfit on, or it's a costume, then it's all good!

I agree with @galore5: that metallics in general seem to be more girly. I would just get plain moccasins for a boy and do something else for them to give them that royal vibe.

I think dark purple works well for gender neutral. Dark purple, yellow (might be more neutral than glittery gold ) and white are good royal colors.

I don't think metallic is neutral, but depending on outfit I'm sure you could make gold work. I'd go navy instead- very regal!
