I had a low-lying placenta at 18 weeks and by 23 it had moved up. Do you know if yours is actually covering the cervix or just super-close? My doctor also said that the placenta can only move away from the cervix, not closer to, so they just must not have caught it at 19 weeks (which sucks). I think there's a very good chance that by 27 or 28 weeks, it will have moved away, at least enough to be considered low-lying instead of full-on previa...And like others have said, it's not a great thing to have happen but it shouldn't affect the health of the baby or anything, just means you may have to have a c-section, which is also less than ideal but isn't the complete end of the world...And you might not! Thing good thoughts for you!

Both my cousin and I had this and ours moved up by later ultrasounds! Don't let it worry you too much, I think the vast majority do end up moving.

I had this, found at 19 weeks, still unresolved at 31 weeks, and then finally resolved at 35 weeks!! You still have lots of time did they do an internal? That is more accurate for this measurement than an ab u/s.
